    Problems of teaching political education in secondary schools.a study of some secondary schools in coast and Dar es Salaam

    The main purpose of the study was to investigate the causes of unsatisfactory performance in the National Form Four Examination. For most of the years a big percentage of the students have either been failing or passing at low grade level. This seems to be one of the main reasons for the complaints that there was bad teaching of the subject in Secondary Schools. To carry out the investigate Lion a total of ten Secondary schools from two regions were involved in the study. The sample population included 1980 Form Four Students, 23 Political Education teachers and two Political Education Curriculum developers. The main technique of data collection was the questionnaire method administered through interviews and documentation of available teaching materials. Major areas of investigation were on: the Syllabus content; human and material resources; teaching methods and the motivation to teach and learn Political Education. The following major finding came out of the study. First, although Political Education Syllabus content was generally suitable time allotted for its teaching was inadequate. Second, there was an acute shortage of human and material resources. Third, what vas taught in schools was contradicted by what the students experienced in the school. Finally there was little motivation to either learn or teach Political Education effectively. Upon the above findings the following recommendations were made; first, more time should be allocated for the teaching of the subject. Second, the Institute of Education should prepare specific textbooks for the teaching of Political Education in Secondary Schools. Third, the ministry of National Education in collaboration with the Party should prepare enough suitable Political Education teachers. Fourth , the party and the government should intensify Political Education for the adults and make social and economic changes which are congruent with the aspired values and attitudes Finally, steps should be taken to strengthen the motivation to teach and learn Political Education in schools by providing suitable incentives.
