    A framework for adaptation of virtual data enumeration for enhancing census in Tanzania

    Virtual Census enumerations play a vital role in demographic data enumerations; it does not require physical involvement in Enumeration Area (EA) which is much cost-fully in terms of time and money. This research mainly concentrated on data cleansing during heterogeneous data integration from different sources, building virtual data integration framework and algorithms for enhancing virtual censuses enumeration in Tanzania. Lastly, it focused on development of a simple simulation tool to prove the algorithms. Empirical data for this study were extracted from existing documents for the subject under the study. The qualitative study was involved in which data were collected in different organs through supervision visits, meetings, discussions, unstructured interviews and finally a partially developed tool shown to the clients, who then gave additional requirements and their feelings for further improvement. This repetitive process continued until the tool met the critical mass of business needs or for an agreed number of iterations. As achievement of this work; the outcome is suitable and cheaper technique of demographic data enumeration as compared to traditional technique which involves a lot of manual works and processes. The developed framework and algorithms can be used to guide design of any other data integration system that need to address similar challenges in related aspects.
