    Application of ICTs in records management at the Ministry of Lands and Human Settlements Development headquarters, Dar es Salaam, Tanzania

    This study looked at the status of application of ICT in Records Management at the Ministry of Lands and Human Settlements Development Headquarters in Dar es Salaam. Specifically, the study investigated the status of ICT facilities, level of ICT knowledge possessed by workers, extent of ICT application in records management, challenges faced in applying ICT in records management and recommendations on improving ICT in managing records. Data for this study were collected by using questionnaires, interviews and observation. Statistical Package for Social Sciences (SPSS) was used for analyzing quantitative data while Content Analysis was used to analyze qualitative data The study revealed that: ICT facilities were not adequate; many respondents did not have ICT skills; most of the records at the Ministry were in paper format rather than in electronic format, which took up much space and also caused wastage of time in retrieving them. A number of records management activities were performed through the use of ICT at the Ministry, such as records creation, records storage, records retrieval, preparation of maps, and security of records. ICT was not effectively used to manage records at the Ministry due to a number of factors, including inadequate ICT skills, lack of computer skills, lack of ICT policy, restrictions imposed on using available ICT facilities, frequent power failure, and inadequate ICT facilities. To improve the use of ICT in records management, the following has been suggested: establishment of an ICT policy, training staff, recruiting well trained staff, purchasing of up-to-date hardware and software and increasing the budget of ICT department This study recommends establishment of ICT policy for the MLHSD, increasing the number of ICT facilities, updating staff ICT skills, provision of reliable power, and use of Data Security Programs.
