    Assessment of students' academic performance under secondary education development plan (SEDP 11) in public secondary schools:the case of Temeke District, Tanzania

    This study investigates students' academic performance under Secondary Education Development Plan (SEDP 11) implementation in public secondary schools in Temeke district, Tanzania. The study was guided by three objectives. Firstly, to examine the factors that led to launching of SEDP Il. Secondly, to assess performance strategies employed during implementing SEDP Il and thirdly, to explore successes and challenges of implementing SEDP Il, The study employed a qualitative research approach and utilised a case study design to collect data, analyse and presentation of findings. The sample size consists of 100 participants. The sample was selected through convenience, snowball and purposive sampling techniques. Data were collect through the use of semi-structured interviews, field observation, focus group discussions, and documentary review. Data was analysed through the content analysis. The findings revealed the following. Firstly, students' academic performance was affected by poor teaching and learning environment in terms of inadequate classrooms, text books, library and laboratory equipments (facilities), inadequate funding for SEDP Il to implement the planned activities, misallocation of funds as well as lack of participation of the key stakeholders in the plan (programme). Secondly, students in secondary schools with sufficient teachers, good library, available and equipped laboratory and plenty of teaching and learning materials performed better than their counterparts from schools which lacked the essential facilities. Thirdly, teachers' motivation is imperative for ensuring effective teaching and learning environment. The study recommends the provision of adequate funds for budgeted activities as well as proper financial management and sensitization of key stakeholders in order for education projects to achieve their intended goals.
