    Analysis of sources of delay in processing import documentation at DSM port

    Dar es Salaam is among the best ports in Africa South of the Equator that not only serves its local customers, but also the neighbouring countries of Uganda, Rwanda, Burundi, Democratic Republic of Congo, Zambia and Malawi. The economy of Tanzania stands a better chance of growth because of its access to waterway. From 1993/94 - 1998/99, Dar-Es-Salaam port performance earned the Government an average of 27.38% of total recurrent revenue. Tax revenue on customs and excise duties contributed most revenue to the government. There have been delays in document processing for imports destined to Tanzania and to the neighbouring countries. Such delays threaten port performance as well as government revenues. The study has revealed several sources of delay in document processing at Dar-Es-Salaam port: (i) Client (Customer) Related Factors. Knowledge: Clients' experience in import procedures and documentation is one major source of delay in document processing. Seminars and Workshops participation by clearing agents and importers has impact on document processing. (ii) Customs Related Factors. Technological advancement at Customs and Excise Department (Computer Networking) another sources of delay in document processing. The network is meant to work dependently, but in actual fact the computers work independently. Customer care, though not hypothesised and statistically tested, it was singled out by respondents as a source of delay because: There is no long-room supervisor to assist customers, and there is no standard method of notifying customers on queried entries. (iii) Environmental Factors. Locations of import facilities and their respective distances are a delaying contributing factor because they operate from distant and different angels from the city centre.
