    Implementation challenges and opportunities for integrated water resources management in Zambia: a case of the Kafue flats

    Wherever they are, people need water to survive. However, not all appreciate its management. This has resulted in the increase on the already worrying cases of scarcity and pollution. To curb this and ensure sustainable use of the resource, various approaches have been developed. One widely publicized example is Integrated Water Resources Management (IWRM). Despite IWRM concept having a history reaching back decades ago, it faces difficulties in its transfer from theory into practice. Therefore, this study highlights the institutional challenges affecting the implementation of IWRIA approach and the opportunities for its successful implementation in Zambia through case study sub basin; Kafue Flats. The study utilized, In-depth interviews with key informants, focus group discussion with several stakeholders, and literature was also consulted to review existing information. Findings indicate that water resources management institutions are still fragmented due to the existence of many institutional stakeholders slackly allied at diverse levels causing overlaps in roles. However, the fact that Zambia has abundant water resources unlike its neighbors, revised water policy, formed formal partnerships with key stakeholders in IWRM, many water dependent Industries among others. are opportunities enough for successful IWRM Implementation. Finally. successful IWRM application will require prioritizing investment and strengthening the capacity to manage water resources by further decentralizing the water governance institutions to promote stakeholder participation at each level of water management and taking a livelihood approach to IWRM as many people in the Kafue Flats depend on the water resources for their livelihood.
