    Civil society organizations’ participation in monitoring and evaluation of government strategies: a case of the Tanzania’s ‘national anti-corruption strategy and action plan II’

    This study examined the participation of Civil Society Organisations (CSOs) in monitoring and evaluation (M&E) of government strategies with a focus on the National Anti-Corruption Strategy and Action Plan II (NACSAP II) in Tanzania. The study particularly sought to examine the extent and effectiveness of CSOs’ participation in M&E. The study involved nine (9) local CSOs found in Dar es Salaam Region and representatives of NACSAP management at the Prevention and Combating of Corruption Bureau (PCCB). The study employed exploratory (qualitative) research approach whereby in-depth interviews and documentary reviews were used to collect data. The findings reveal low level and ineffective participation of CSOs in M&E of the strategy. CSOs were found to be dissatisfied with the extent of their involvement in M&E of the implementation of NACSAP II. The low level of involvement was attributed to a number of constraints including, among others, financial constraints to both CSOs and NACSAP and CSOs unawareness of their role in M&E of the strategy. The study concludes that if CSOs could be effectively involved into the strategy from the initial stages of planning to implementation of the M&E framework, their participation could impact the way the strategy was implemented. This would have lead to high results in terms of reducing corruption. Therefore, this study recommends that NACSAP management should consider a strong NACSAP – CSOs partnership by identifying key strategic CSOs roles and intensifying their involvement in the M&E of the strategy. This should include funding CSOs involvement in anti-corruption efforts. NACSAP management (representing the government) should also empower local CSOs to conduct independent M&E and produce independent reports (shadow reports) in addition to the studies done by consultants.
