Item Development cooperation between government and religious institutions: a case of Mbulu catholic diocese and the government of Tanzania in health services provision(University of Dar es Salaam, 2012) Bura, Paulo TlatlaaThis study focuses on assessment of the Development Cooperation between Government and Religious Institutions. The collaboration between Mbulu Catholic Diocese and the Government in health Services provision in Mbulu and Babati district was used as a case study. The study was conducted to assess the existing forms of collaboration between government structures and religious institutions in health services provisions in Tanzania. The methods used in primary data collection included in-depth interviews, Questionnaire and Focus Group Discussion (FGDs), and collection of Secondary data includes; library research by reading documentary material both electronic and non electronic, published and unpublished reports, books and journal articles. The study identified health facilities owned by Mbulu Catholic Diocese such as hospitals, health centres, dispensaries and nurse training school. The services provided in these facilities are treatment and prevention (67%) and treatment, prevention and training (31%). It also examined different forms of collaboration between government and Catholic Church in the provision of health services whereby they are collaborating mostly in human resources (25%), medical supplies and treatment (15%) and finance (14%). Major challenges faced in the functioning of PPPs in health services provisions between these parties are inadequate supply of medicine and equipments by the government (22%), delays of funds and medical supplies (19%) and insufficient funds (19%). In regard to the study findings it was concluded that, Catholic Church owns several health facilities and provide different health services. Government and Catholic Church collaborate in different forms in health services provision and that, the collaboration faced several challenges. In regard to the results of the findings it was recommended that, the government should keep and fulfill its commitments concerning collaboration. Clear and specific Act also needs to be established to deal with PPPs. Moreover further research need to be conducted on the role of other religious institutions so as to assess development cooperation between the government and religious institutions in health services provisions for comparison purposes.
