    Effects of primary school development plan (PEDP) on primary education internal efficiency in the context of HIV/AIDS pandemic: the case of Makete district, Tanzania.

    This study aimed at examining the effect of Primary Education and Development Plan (PEDP) in improving pupils’ participation rates in the context of HIV/AIDS in Makete District, which is one of the most hit districts by the AIDS scourge in Tanzania. More specifically, the study investigated the effect of HIV/AIDS on school children’s truancy, drop out and pass rate as well as how PEDP mainstreamed HIV/AIDS intervention in its implementation. The study employed both quantitative and qualitative research approaches, with questionnaires, interviews and documentary reviews employed as data collection methods. The study involved 242 participants: 200 primary school pupils, 37 teachers, 10 head teachers and five government officers from Makete District Education Office. Results revealed that diseases related to HIV/AIDS were among major factors that contributed to pupils’ drop out and repetition rates. Findings showed that most pupils’ drop out and repetition rates were due to the assumed role as household heads for taking care of their HIV/AIDS sick parents, siblings or guardians. Results disclosed that orphaned children had poorer academic performance than non-orphaned children. That was mainly attributed to heavy involvement of orphaned children in domestic chores, which interfere with their school attendance and performance. It is suggested that deliberate efforts should be instituted to support orphaned pupils in order to sustain their school attendance and complete their educational cycle successfully. It is the responsibility of the government, families, relatives and non-governmental organizations to provide educational and psychological support to orphaned pupils.
