Application of network analysis to the transfer of some ministries from Dar es Salaam to Dodoma
(University of Dar es Salaam, 1977) Buberwa, Alex Kakwabanga
This study was carried out at the request of the Ministry of Capital Development. The report of the results of this study is both a report to the Ministry of Capital Development and a dissertation for my M.Sc.degree. In this study Network Analysis by the Critical Path Method (CPM) is being used to plan the transfer of some ministries namely Lands, Housing and Urban Development; Agriculture; Water, Minerals and Power Development; and Natural Resource from Dar Es Salaam to Dodoma, in the next five years starting from 1977 to 1981. The logical sequence of different projects has been represented on network diagrams for both residential and office areas that will be developed in Dodoma during this period in preparation for the transfer. A survey of both Critical and non-critical projects (activities) in all areas is given as well as the earliest and latest times for their start and finish. The likely dates for the completion of offices for different ministries as well as residential houses for their employees have also been determined. The likely dates for all the four ministries to be in Dodoma are between March 1981 and June 1982. In determining these dates consideration has also been given to the waiting times likely to occur due to shortage of resources. Another issue that has been of my interest is how resources can be allocated to different projects in a given area. An attempt in this case has been made to show how money can be allocated to those projects.
