    Policy coherence and the quest for implementation effectiveness: a case of Tanzania’s Agricultural Sector

    This study examined policy coherence among agricultural policies and between these policies and policies in sectors that have a close link with agriculture namely: industries, water and land; and its connection with limited effectiveness in the implementation of agricultural policies. It employed a case study approach and used interviews, semi-structured questionnaires, Focus Group Discussions and documentary analysis. The findings show that despite some concerns over limited consistency in policy formulation there is coherence among examined policies in terms of content. At the level of implementation, the study findings reveal the existence of limited policy coherence. This is due to various factors; including the failure to: ensure effective coordination of implementation, give adequate attention to addressing underlying factors for policy coherence as well as poor strategizing for achieving more inter-sector linkages. The study findings also show that limited policy coherence during implementation has been negatively affecting the sector’s focus, division of responsibilities among actors as well as causing apathy among implementers and peasants. In turn, this situation has exacerbated ineffective implementation of agricultural policies. In order to increase policy coherence in the agricultural sector, there is need to address bottlenecks to policy coherence that are of underlying nature; including limited stakeholders’ participation and ineffective monitoring and evaluation system. There is also the need to address stumbling blocks that directly and negatively affect complementarity and coordination of implementation actions as well as the support of other sector policies to effective implementation of agricultural policies.
