    Study on the use of information and communications technology (ICT) in enhancing teaching and learning process in teachers colleges in Tanzania

    The study investigated the use of ICT resources in enhancing the teaching and learning process in teachers colleges in Tanzania. Specifically, it explored the availability and accessibility of ICT resources in teachers colleges in Tanzania; and the extent to which ICT was used in the teaching and learning process. It also examined ICT skills and knowledge acquired during the diploma studies. The study was conducted in three Teachers Colleges, the Department of Teacher Education, the Tanzania Institute of Education and two Zonal School Inspectorates. The total of 323 respondents comprised of students, tutors, college principals academic deans, ICT/heads of departments, ICT tutors, TED officials, TIE officials, and Zonal School Inspectors wee involved. This study adapted Stufflebeam’s (1971) CIPP model. The data were obtained through purposive, stratified random sampling and simple random sampling procedures. Questionnaires, interviews and observations were used to collect data. Findings from the study revealed that resources and access to ICT were insufficient in Teachers Colleges. Human resources in terms of ICT literate tutors were few in all the colleges under study. Lack of technological competence and technical support coupled with inadequate infrastructure hampered the realization of effective use of ICT in enhancing the teaching and learning process. Moreover in the actual classroom teaching, findings revealed that ICT was taught as a subject. It was not yet integrated across curriculum. It was also found that the computer programmes suggested in the syllabus were not covered within the prescribed time. On the basis of the findings and discussions it was recommended among other things that tutors need to broaden the scope of the study beyond just computer literacy skills. They should also be equipped with pedagogic skills. The MoEVT should organize in-service courses on ICT to enable tutors to use the available resources in their teaching and evaluation of students’ progress.
