    Economic evaluation of urban informal settlement upgrading programs a case of community infrastructure upgrading program (CIUP) in Dar es Salaam

    Informal settlement is one of the challenges-facing most of urban areas in the world. This has made most of countries to develop different measures for urban growth sustainability. This study focused on economic evaluation of informal settlement upgrading program to see how these programs have helped to improve urban environment and growth, focusing particularly on changes of property value. To achieve this objective the study analyzed data obtained from survey using questionnaires which were administered to households and business enterprises. The analysis includes evaluation of impact of upgrading program on property value. Study has found that urban upgrading programs increases property value in most of areas as a result of improvement of social services like roads and sewage system. Tobit regression analysis shows that proximity to bus stand, number of bedrooms, type of floor, sewage system, passable roads and type of toilet have significance influence on the rent paid by the tenants. The findings have several policy implications like to enhance community awareness concerning informal settlement as well as improvement of government initiatives conducted to solve the problem. This should be accompanied with strong monitoring and evaluation as well as transparency and accountability.
