(University of Dar es Salaam, 2012) Ambrose, Josephine
The primary objective of this study was to assess factors that have an influence on the quality of service delivery in pension funds in Tanzania. The case study being NSSF and PSPF-pension institutions. 16 officers and 16 beneficiaries of each institution were interviewed. The study was conducted in Dar es Salaam region. Questionnaires and interviews were viewed to collect primary data from the respondents. However much of the finding were obtained from secondary sources such as financial reports of the studied institutions and reports related to the topic under the study. The study found out that there is a positive relationship between pension fund governance and pension fund efficiency. Also, the study found out that there was a strong positive relationship between fund investment strategies and pension fund efficiency. Furthermore, the study found out that there was no relationship between size and pension fund efficiency in pension institutions. On the other hand, the study found out that there was a great relationship between pension fund size and pension efficiency. The findings revealed that there is both defined benefit and defined contribution funds such as in NSSF. Finally, the findings revealed that financial uncertainties, market risk, operation risk and legal risks were the mostly popular risks in the Tanzania pension fund institutions while default risk by sponsor was caused mainly by the sponsorship of the government in public pension funds. From the findings of the study the study has offered a number of recommendations to improve service delivery in the pension funds institutions. Which were pension fund institutions should cover trustees with liability insurance, to look the way they can work with risky companies and to develop good pension fund governance.
