    Influence of school inspection on improvement of quality of education in government ordinary level secondary schools in west district of zanzibar, tanzania

    Salaam,School of Education,2015 The purpose of this study was to investigate influence of school inspection on improvement of quality of education in government ordinary level secondary schools of West district, Zanzibar. The study had the following three objectives: to assess effectiveness of types of school inspection on improvement of quality of education; to assess professional support provided by school inspectors to teachers and school heads and to identify constraints facing school inspection that hamper its efforts on improvement of quality of education in government secondary schools of Zanzibar. The study applied qualitative research approach with an embedded single case study design in which the office of Chief Inspectorate of Education was selected as a case study. The embedded units like school heads, teachers, DEO, Director of Secondary Education, students and school inspectors added greater value in study. The study was conducted in West district of Zanzibar and used 34 respondents (3 school inspectors, Coordinator of School Inspection-Unguja, 4 school heads, 16 teachers, 8 students, west district DEO and the Director of Secondary Education). The study used documentary review and FGDs as data collection methods as well as interview instrument. Data were transcribed, annotated and coded then entered in major categories and inductively linked to study objectives through thematic analysis. Findings revealed that school inspection was not conducted regularly to schools especially basic and follow-up inspections. It also exposed that external school inspection had no influence on school self-evaluation (SSE). The study also revealed that schools were not improved after inspection. Also, due to lack of in-service training of inspectors, low motivation, inadequate budget, low number of school inspectors and unclear inspection guidelines, school inspectors did not provide adequate professional support to teachers and failed to make school practices to be highly effective. Thus, the study concluded that school inspection failed to influence improvement of quality of education in ordinary level government secondary schools in West district, Zanzibar. The study recommended that the government through the Ministry of Education and Vocational Training should provide enough resources to school inspection services; it should give the office of chief inspectorate of education full autonomy for effective implementation of the school inspection recommendations by all stakeholders. In addition, more emphasis should be on enabling schools to conduct regular and effective school self-evaluation, which must be closely and comprehensively linked to external school inspection. Finally, there should be more professional support and development of school inspectors, teachers and school heads.
