The contribution of the quota system in the selection of primary school leavers to public boarding secondary schools and its role in national integration in Tanzania
(University of Dar es Salaam, 2007) Abdon, Ephrem
The study sought to find out the contribution of the quota system in the selection of PSLs in public boarding secondary schools from 1960s to mid 1980s to national Integration in Tanzania. It was guided by three research tasks, namely to examine the extent to which quota system has fostered national unity and social integration among Tanzanians, to examine the ways in which quota system has inculcated in pupils' mind a sense of belonging to the nation and to examine the extent to which quota system has reduced inequalities in access to education across regions and social groups in Tanzania. The study employed mainly qualitative approach. In particular, it employed a historical design. A total of 6 I participants were involved in the study. Among them, 40 were teachers, 11 educational officers, three accountants and two nurses who were selected purposively. Most of the data was collected through in-depth interviews, semi- structured interviews and document search. The study found out that, the quota system has contributed to the current national unity and social integration among Tanzanians. It further revealed that the quota system has enabled pupils from different sub-cultures to be mixed in public boarding secondary schools and hence it has fostered among pupils a sense of belonging to the nation. The study also discovered that the quota system has significantly reduced inequalities in access to education across regions, and gender in the country. In the light of these findings, the study recommends that the Ministry of education and Vocational Training should consider the re-establishment of the quota system as a means for social integration among Tanzanians. It also recommended that, the Ministry has to maintain the existing national schools and in some cases has to consider establishing regional and district secondary schools,
